I guess I don't know what laws are like in Canada, but if they are planning to restrict smoking weed to places where smoking tobacco is allowed, then I feel like that is reasonable. Here in the U.S., at least where I have lived, smoking tobacco isn't allowed in most buildings these days. They do this to prevent children and others who do not smoke from suffering the effects of secondhand smoke. I did a quick read about this on drugabuse.gov, and as of 2016, there isn't enough research to fully highlight the effects of secondhand THC smoking. However, from what they have observed so far, inhaling the stuff is only going to affect a nonsmoker if they are in a non-ventilated area, which my guess is where they are going to bar folks from smoking since that's how it is for tobacco.
So, I think the kiddos of Ontario will be fine as long as they aren't getting high themselves.
